Every rule from the matrix, with every venue shown. Set where each rule starts on the protectee ladder. Rules roll up: a rule that starts at Profile 2 also applies to Profiles 3 and 4, never down to Profile 1. When a rule must not reach a higher profile, mark it Skip for that profile.
Order runs low → high. Profile 1 gets its own rules; Profile 4 gets everything that reaches it from 1–3 plus its own. Rename the four profiles and describe who they cover.
